That's the problem with not having any way to enforce rules. In the absence of a criminal justice system, maybe social isolation would be a fitting punishment.

You could make a pit just for her.

Yes, that's the point. If that kind of punishment can dissuade someone from leaving traps where innocent people can step in them, it seems like the perfect solution.
